The Federal Emergency Management Agency (FEMA) has announced the availability of disaster assistance for eligible residents in Kerr County following the severe flooding event that began on July 2, 2025. The storm system brought straight-line winds, significant flooding, and widespread damage to the area.
Assistance for Homeowners and Renters
Homeowners and renters affected by the storms may qualify for federal aid. FEMA’s Individual Assistance program is designed to address serious disaster-related needs, including:
- Temporary lodging and housing displacement
- Basic repairs to primary residences
- Replacement of essential personal property
- Disaster-related expenses not covered by insurance
Individuals with existing insurance—including homeowners, renters, or flood coverage—must file a claim with their insurance carrier first. FEMA assistance cannot duplicate benefits already covered by insurance policies. However, if coverage is insufficient, applicants may still be eligible for supplemental federal aid.
Public Assistance for Local Entities
In addition to individual assistance, Public Assistance funding is also being provided. This funding is available on a cost-sharing basis and supports:
- Emergency response costs
- Debris removal
- Repair or replacement of public infrastructure and facilities
Eligible entities include state and local governments and certain private nonprofit organizations operating in Kerr County. The funding aims to restore infrastructure impacted by the recent storms and flooding.
Application Process

Homeowners and renters who have disaster-caused damage or loss can apply for Individual Assistance under the major disaster declaration DR-4879-TX in several ways:
- The fastest way to apply is online at DisasterAssistance.gov.
- Download the FEMA App for mobile devices.
- Call the FEMA helpline at 800-621-3362 between 6 a.m. and 10 p.m. CT. Help is available in most languages. If you use a relay service, such as video relay (VRS), captioned telephone, or other service, give FEMA your number for that service.

When you apply for assistance, have this information readily available:
- If insured, the policy number, the agent, and/or the company name
- A current phone number where you can be contacted
- Your address at the time of the disaster and the address where you are now staying
- Your Social Security number, if available
- A general list of damage and losses
- Banking information for direct deposit
Remember to keep receipts from all purchases related to cleanup and repair.
Assistance from FEMA can include grants for home repairs, replacement of uninsured personal property, and other programs to help individuals and business owners recover from the effects of the disaster.
U.S. Small Business Administration (SBA) low-interest disaster loans are available to businesses of all sizes, nonprofits, homeowners and renters. Like FEMA, SBA cannot duplicate benefits for losses covered by insurance.
