The breakdown of rural insurance distribution is revealing deeper vulnerabilities within agricultural risk management, according to Brent Walker, chief brokerage officer at Ag Brokerage Solutions. As industry consolidation accelerates, the erosion of local knowledge is emerging as a key factor undermining effective underwriting and sustainable coverage.

Walker, who co-founded Ag Brokerage Solutions in 2021 under the Farmers Mutual Hail umbrella, attributes much of the disruption to the loss of small agencies that traditionally maintained close ties with farming communities. “You do lose local knowledge, local expertise, even to some degree, relationships that have existed for generations,” he said. This shift, he argues, weakens underwriting quality, as insurers lose touch with the nuanced operations of individual farms.

Small Agencies Face Contract Terminations

One major concern is the increasing tendency of carriers to sever ties with small agencies that fail to meet high premium thresholds. “They have an appointment with carrier XYZ, and because they couldn’t get to a half a million in premium, the carrier pulled their contract,” Walker noted. This creates a market saturated with insurance products but lacking the context and understanding necessary to match those products to actual rural risks.

A Community-Focused Alternative

Ag Brokerage Solutions aims to counter this trend by building a new model that prioritizes local expertise. Rather than pursuing acquisitions, the firm is aggregating independent rural agencies to preserve their community knowledge while providing them with the scale to compete. This approach, Walker said, is centered on empowering agencies that serve smaller but essential segments of the agricultural market.
